The Disability Discrimination Act 1992 (DDA) and the associated Disability (Access to Premises — Buildings) Standards 2010 apply to temporary facilities on construction sites and at public events, not just permanent buildings. What Makes a Portable Toilet Accessible?

An accessible portable toilet must meet specific dimensional and functional requirements based on AS 1428.1 (Design for Access and Mobility):

Dimensional Requirements

  • Internal clear floor space — minimum 1800mm × 1800mm to allow wheelchair turning circle
  • Door width — minimum 850mm clear opening
  • Door operation — outward-opening or sliding to not block the accessible space
  • Grabrails — 32–38mm diameter, positioned at 800–810mm from floor, on both sides of toilet
  • Toilet height — 460–480mm from floor to seat

Access Path Requirements

  • Ramp gradient no steeper than 1:14 (or 1:8 for short ramps with handrails)
  • 1200mm minimum clear width at ramp
  • Level landing at top and bottom of ramp (minimum 1540mm × 1540mm)
  • Handrails on both sides of ramp where gradient is steeper than 1:20

The Construction Site Welfare Requirement

Under Safe Work Australia’s Code of Practice for Construction Work, where there are 10 or more workers, at least one accessible toilet must be provided if the site employs or is expected to be accessed by a person with a disability. In practice, this means most medium-to-large construction sites should be providing accessible amenities.

WorkSafe inspectors increasingly check for accessible welfare facilities as part of site compliance audits — particularly on government-funded projects where DDA compliance is a contract requirement.

The accessible unit should be located:

  • On the flattest available ground
  • As close as practical to the main toilet bank
  • With a clear accessible path from the main entry and accessible parking
  • Clearly signed with the international symbol of access
